Position Title: Response Coordinator
Position Grade: P3
Duty Station: Addis Ababa, Conflict Early Warning &
Response Mechanism (CEWARN) Office
Accountable to: Director, CEWARN Office
DUTIES AND RESPONSIBILITIES:
Summary: Under the overall direction of the Director of CEWARN Office, the
Response Coordinator is responsible for response operations. It includes;
! In conjunction with national CEWERUs and CEWARN Staff develop a vision
and strategy for response options;
! In collaboration with the Conflict Analyst and in liaison with the National
CEWERUs, develop a Conflict Response Framework for the mechanism
including guidelines which also delineates roles and responsibilities for
CEWERUs and other stakeholders vis-à-vis the Response Framework;
! Ensure the proper use and application of the Response Framework;
! Assist in defining the level of allocating Rapid Response Fund (RRF)
resources according to agreed procedures;
! Oversee the disbursement of the RRF through the national CEWERUs in
line with the allocation process and in keeping with Donor and/or Fund
administration regulations;
! Act as a Secretary of the Steering Committee of the RRF, and assist the
Steering Committee to approve allocations and disbursements;
! Assist in the preparation and facilitation of the meetings of the Steering
Committee;
! Report to Donors in accordance with Work Plan requirements and the
Terms of Reference (TOR) of the RRF;
! Coordinate the participatory development and implementation of RRF
projects
! Manage and coordinate the process of monitoring and evaluating the
impact and effectiveness of RRF Work Plan delivery;
! Oversee the implementation of activities according to the Work Plan and
provide technical support to the local committees and sub-regional
councils or any implementing agency if required;
! Propose capacity building and training interventions for the project
managers of committees and councils;
! Assist the CEWARN Staff and stakeholders in research and
implementation of new RRF programs and project activities;2
! Coordinate sectoral expertise from within the partners to enable needs
assessments. Ensure recommendations are widely disseminated and
discussed in the relevant forums;
! Ensure effective and timely implementation of interventions in
accordance with recommendations of the assessment report;
! Update the RRF guidelines, criteria of intervention, and checklists .The
guidelines act as a Best Practice Guide;
! Coordinate linkage within sectors and between agencies able to assist in
the execution of the RRF/response mandate;
! Establish and maintain strong working relationships with all peace-building
and development actors, the local communities, and the member states’
(MS) authorities and counterparts;
! Undertake regular trips to meet with beneficiaries of the RRF;
! Prepare reports on the implementation of the RRF
! Assist the Director in mobilizing resources for the Rapid Response Fund
(RRF)
! Undertake the duties of the CEWERU Liaison Officer in his/her absence
! Any other duties/responsibilities assigned by the CEWARN Director
Education: Master’s Degree in Social Science or relate field
Experience: A minimum of 7 years of experience in related field of which 3
years is in CPMR
Skills and Abilities:
! Excellent interpersonal and communication skills:
! Ability to successfully interact with a variety of people on different levels;
! Proven writing skills: the ability to successfully write and edit professional
documents;
! Solid organizational skills: the ability to work productively in a fast-paced
environment and the ability to manage a multi-faceted workload under
strict deadlines;
! Flexible work attitude: the ability to work productively in a team
environment & independently;
! Ability to act with sensitivity and discretion while working with highly
confidential information;
! Computer skills: internet search engines, data retrieval services and basic
computer applications
Language requirements: Fluency in one of the working languages
(English/French) is required. Proficiency in the other is an added advantage.3


Age: 30 - 50
Tenure of Appointment: The appointment is for three years (3) years
renewable subject to satisfactory performance and availability of project fund
Remuneration: US $28,430 per annum plus other benefits
