Senior Vacancy Announcement
Group Finance and Administration Manager
The ISS seeks to appoint a new Group Finance and Administration Manager. This senior management position forms part of the Institute's executive management team and will be based out the ISS Pretoria Office. The position requires high levels of technical competence in accounting, financial and administrative management, and senior-level strategic management experience.
The Institute for Security Studies is a independent, non-profit organisation that works to advance human security in Africa through evidence-based policy advice, technical support and capacity building. The ISS is a continental organisation with offices in Addis Ababa, Dakar, Nairobi and its head office located in Pretoria.
Job Purpose: The Finance and Administration Manager is a senior management position that is responsible for the management and strategic development of all finance and administration processes across the group. This includes all business processes, budget preparation (both capital and expenditure), fiscal control and procurement, implementing and overseeing functional administrative structures in all offices and preparation of financial reports (management and donor reports), and management of the annual ISS Group Audit and ongoing project/programme audits and external evaluations.
Requirements:
· At least 10 years experience in senior financial and administration management, preferably with relevant experience in the NGO sector.
· A higher degree (preferably a Master's Degree) in accounting or business administration and/or a recognised professional accounting qualification.
· Extensive knowledge of budget preparation and fiscal control.
· Extensive knowledge of and experience with donor reporting and engagement.
· Ability to manage financial and administration staff in a multi-location and diverse environment.
· Excellent people management skills.
· Experience using ACCPAC financial system will be an advantage.
· Available to travel to the other ISS offices in Africa.
Salary: Internationally competitive salary offered.

The African Centre for Peace and Security Training (ACPST) is mandated
to enhance the ability of practitioners to make and implement policies that
improve human security in Africa primarily through short courses and workshops.
The Institute for Security Studies (ISS) created the Centre in 2011 with
support from the Geneva Centre for Security Policy. Based in Addis Ababa, the
Centre offers short courses on a wide range of human security issues in either
French or English to practitioners working on human security concerns in
Africa.
In a bid to improve the efficiency
of the Centre and also pass on valuable skills in the areas of training on
human security issues to young professionals, the Centre seeks to recruit an
intern to be based in the ISS Addis Ababa office. The intern will report to the
head of the ACPST.
Duties: The qualified intern
will contribute to and learn from the work of the Centre in the following areas:

Running courses and workshops:
researching and designing courses; collating and vetting applications;
preparing and collating course materials; arranging travel and accommodation
for participants; and monitoring and evaluating courses
·
Website upkeep: collating and
adding materials to the ACPST website; registering members; and updating the
ACPST alumni and experts databases
·
Outreach: designing and
distributing bulletins, brochures and other marketing materials
Requirements: The successful
applicant will
·
Hold a master’s degree in the
social sciences or law and be at the beginning of their career. Holders of
degrees in other fields that can demonstrate the relevance of their discipline
and training to the work of the ACPST will also be considered
·
Have a broad understanding of human
security issues across the African continent
·
Be bilingual in English and French
with fluency in one and working knowledge of the other
·
Have some knowledge of website
management and the use of social media
·
Be very comfortable operating in a
multicultural environment
Remuneration
and duration: A monthly stipend will be provided. The length of the
internship will be for an initial period of 6 months with a possibility of extension
for an additional 6-month period depending on the performance of the intern and
availability of future funding.

Summary:
The Program
Coordinator will be responsible for coordination of all program-related aspects
of firm activities including project planning and implementation, ensuring high
quality of deliverables and smooth communications with clients. The Program
Coordinator also provides leadership in other aspects of the firm including
business development, staff recruitment and evaluation and ensuring that all
firm activities are in line with its strategic plan. The role entails close and
smooth communication with clients and involved stakeholders, all JaRco staff
and when necessary, senior government officials.
Essential
Job Functions:
All aspects
of the Program Coordinator’s role must be conducted in line with the firm’s
strategic plan, mission, vision and core values.
Project
Implementation
• Manage all
aspects of project implementation including liaising with clients, coordinating
the work of multiple (internal and external) parties and ensuring that
deadlines are met efficiently, effectively, with high quality deliverables and
within budget.
• Keep
Director informed and involved in all pertinent aspects of project
implementation.
• Coordinate
multiple projects to ensure that all resources are utilized within requisite
timeframe and budgets.
•
Participate in drafting, reviewing, editing and finalizing reports.
•
Trouble-shoot programmatic issues quickly and efficiently.
• Ensure
that when and where possible, work is allocated evenly and efficiently amongst
staff.
• Keep
client abreast of progress of project, particularly with regards to field
research.
• Oversee
all aspects of fieldwork implementation including tools development, training
preparation and testing, team formation, budgeting, deployment monitoring and
follow-up. Ensure that field deployment of research teams is executed and
implemented efficiently and that the research/surveys are conducted to the
standards of the firm; conduct field visits (possibly joint-missions with the
client) where necessary and appropriate.
• Oversee
all aspects of data entry and analysis including data cleaning, entry and
report-writing, ensuring that all tasks are conducted with high data quality
and within schedule.
Human
Resources
•
Participate in staff recruitment, evaluation, capacity-building, promotion and
termination; finalize policy with Director and set implementation.
• Finalize
position descriptions and interview and evaluation criteria.
• Interview
and negotiate salaries for all external consultants.
• Conduct
regular progress meetings amongst senior staff to ensure adequate and clear
communication, and to pre-empt issues of resource allocation and timing as much
as possible.
• Manage
responsibilities of all direct reports, providing assistance where needed and
ensuring that the necessary resources are made available for tasks to be
completed efficiently and with high quality.
Qualifications
of the Ideal Candidate:
• Three to
five years of managerial experience, preferably over staff sized 20 to 50.
• Strong
knowledge in monitoring and evaluation, international development issues,
public health, economics, sociology or related field.
• Masters
degree in Development Studies, Public Health, Economics, Sociology or related
field.
• Ability to
manage multiple tasks simultaneously and diplomatically, and to work
independently as well as part of a fast-paced team.
• Fluency in
written and spoken English.
• Strong
computer and data processing/analysis skills.
