- Level 3 emergencies:
--beyond the regional capacity to respond.

Going Beyond life saving
- Ethiopia: 645,000 refugees in 23 camps; yet ET continues to receive refugees
- Ethiopia
--is at the frontline when it comes to regional security, refugee assistance

--Strategy in Et has 5 key elements
1. Ensure ET is a safe place for refugees
2. Be able to receive more people
3. Keeping the border open for Ethiopia
4. Support the host community
5. Accountability

Resilience - In Gambela over 190k S.Sudanese, refugees teach locals. They make ET their home; they find opportunities. In 2015, helping refugees develop themselves is in plan, contribute to the host country.

Challenge
Eg. Recruit refugees that were teachers goes a long way.

Points for the way forward
- We should be moving some of the development budget to the life saving efforts. (509 Billion vs 17Billion)
- Private Sector: have huge contributions eg. Gates Foundation, can provide support.
- Donor base used to be western but it is changing.
- Going beyond life saving goes a long way

 Legal migration
- train migrants about their rights
- if they migrate illegally it gets difficult. So it's better to deal with the issue from the departure point. And promote the legal one at the same time. Follow up on the migrants gets easier as well.

Resettlement area issues
- UNHCR biometric system helps verify refugees and document theft is mitigated.

- Accepting refugees is hospitality, is looking into the future neighborliness. Europe is not doing much regarding migration. The US is well ahead in that (eg. Green Cards). It's shameful that the rich countries refuse refugees and countries like Ethiopia are accepting huge numbers of refugees.


- Ethiopia is accepting from 10 to 12 thousand Eritrean refugees every year.
- 1 in 3 are women. Un accompanied children arrive sometimes

- On average refugees spend 17 years in a camp.
- It is more realistic for refugees to work in the camps than to ask host countries to open their job markets.

- identify the capabilities of refugees
- there is a lot of capacity in the camps
